Smart Cities Mission
The Smart Cities Mission is a transformative urban development initiative by the Government of India aimed at fostering sustainable and efficient urban areas. The selection process for choosing cities to be part of this ambitious mission is critical to its success, involving multiple stages and criteria to ensure that the most suitable candidates are chosen.
The first step in the selection process involves cities submitting their proposals for consideration. Each city must present a comprehensive Smart City Proposal, which outlines the vision, mission, and plan of action for transforming the urban environment into a 'smart city'. These proposals must detail the intended use of technology, data collection, and citizen engagement to improve urban infrastructure and services.
Proposals are evaluated based on a range of criteria. Key aspects include:
The Smart Cities Challenge is a competitive process where cities vie for selection. Initially, a total of 100 cities were shortlisted based on their proposals, with the selection occurring in phases. Each round involves a rigorous evaluation by a panel of experts who assess the detailed project reports (DPRs) submitted by the cities.
Certain cities are selected on a 'fast-track' basis to expedite their development as smart cities. These fast-track cities are chosen based on specific eligibility criteria and their ability to initiate and complete projects swiftly. For instance, cities that have shown exemplary progress in urban development are given preference.
Post-selection, cities under the Smart Cities Mission receive continuous monitoring and guidance from the Ministry of Housing and Urban Affairs. This ensures that projects are implemented as planned, with any necessary course corrections made to align with the mission's objectives.
By employing a meticulously structured selection process, the Smart Cities Mission aims to create exemplary urban centers that embody the principles of efficiency, inclusivity, and sustainability.
The Smart Cities Mission was a forward-thinking urban renewal and retrofitting initiative launched by the Government of India with the primary goal of developing smart cities nationwide. This ambitious mission aimed to make cities more citizen-friendly and sustainable, ultimately transforming urban landscapes throughout India.
The mission was overseen by the Union Ministry of Urban Development in collaboration with state governments. Originally intended to encompass 100 cities, the project faced several revisions, with the initial completion deadline set for 2019 and later extended to 2023. As of January 2025, 7,479 of the 8,058 planned projects were completed, utilizing ₹1,500.05 billion out of the total allocated ₹1,643.68 billion. The project officially concluded on 31 March 2025.
The vision of the Smart Cities Mission was to develop model areas within selected cities, based on comprehensive area development plans. These model areas were expected to influence other parts of the cities and nearby towns positively. The mission aimed at providing financial assistance and promoting sustainable urban development across selected cities through infrastructure and technological advancements.
Cities were chosen through the Smart Cities Challenge, a nationwide competition where cities vied for inclusion and funding from the mission. This competitive process was designed to ensure that the most capable and forward-thinking cities were selected to lead this transformative initiative.
The implementation of smart city concepts involved the utilization of digital technology to collect data and operate services efficiently. The mission emphasized improving urban efficiency, enhancing quality of life, and ensuring social inclusion. Smart solutions were tailored to each city's needs, ranging from improved urban mobility to advanced water management systems.
Several cities in Andhra Pradesh, such as Kakinada and Tirupati, were developed under this mission. In Tamil Nadu, cities like Madurai participated in the challenge. Chennai Smart City Limited was another project that aimed to enhance the quality of life in Chennai.
The Smart Cities Mission was one part of broader efforts to rejuvenate urban areas, complementing other programs such as the Atal Mission for Rejuvenation and Urban Transformation, which targeted 500 cities for modernization and development.
