National Certificate Of Educational Achievement Level 2

National Certificate of Educational Achievement Level 2

The National Certificate of Educational Achievement (NCEA) is the official secondary-school qualification in New Zealand. It was phased in between 2002 and 2004, replacing three older secondary-school qualifications: the School Certificate, the Sixth Form Certificate, and the Bursary. The New Zealand Qualifications Authority administers the NCEA.

Overview of NCEA Levels

The NCEA system has three levels that correspond to the final years of secondary schooling in New Zealand:

  • NCEA Level 1 corresponds to Year 11.
  • NCEA Level 2 corresponds to Year 12.
  • NCEA Level 3 corresponds to Year 13.

Each level is part of the National Qualifications Framework.

NCEA Level 2

NCEA Level 2 specifically replaced the Sixth Form Certificate in 2003. To achieve this level, a student must accumulate 80 credits, of which 60 must be at Level 2 or higher. Students must also have achieved 10 literacy and 10 numeracy credits at Level 1 or higher. These credits can be obtained by passing unit standards or achievement standards.

Credits and Standards

Credits play a crucial role in the NCEA system. They are awarded when students meet the requirements of unit standards or achievement standards, which assess different skills and knowledge areas. The credits are cumulative and can be used across multiple NCEA levels.

Educational Framework

The NCEA is embedded within New Zealand's educational system, aligning with international educational standards such as those recognized by the United Nations Educational, Scientific and Cultural Organization. The framework is designed to cater to a broad array of learning styles and subject preferences, thus supporting a diverse student population.

International Comparisons

Globally, the NCEA Level 2 has been compared with other educational qualifications such as the GCSE in the United Kingdom and similar secondary school qualifications worldwide. For instance, the Hong Kong Certificate of Education Examination has a syllabus equivalent to New Zealand's NCEA Level 2 Mathematics at Year 12 level.

Future Developments

In early August 2025, there were discussions by the Sixth National Government of New Zealand about potential reforms to the NCEA system. These changes aim to evolve the educational framework to better meet current educational needs and global standards.
