Born on December 7, 1937, in Pontotoc, Mississippi, he was the son of Emma Grace (née Berry) and William Holmes Cochran, a teacher and a school principal, respectively.

He was first elected to the Senate in 1978, after serving in the United States House of Representatives from 1973.
