Public Service Reform Australia
The Public Service Reform in Australia is an ongoing effort aimed at modernizing and improving the Australian Public Service (APS). This comprehensive reform program is intended to increase the integrity, agility, and capability of the APS to better serve the Australian community.
The Australian Public Service is the federal civil service responsible for public administration, policy development, and delivery of services across the Commonwealth of Australia. As societal needs evolve, there is a continuous demand for the APS to adapt and reform its operations to maintain efficiency and effectiveness. This aligns with a global trend where public sectors worldwide are shifting towards more flexible and business-oriented models, often referred to as New Public Management.
The APS Reform Program is currently in its third phase termed "Continuous Improvement." This phase represents a critical transition from a centrally managed initiative to a business-as-usual state. The foundation laid in earlier phases supports the APS's goal to be a model employer and to build trust with the public it serves.
The initial phase focused on identifying key areas where the APS needed enhancement, such as digital transformation, workforce development, and increased accountability.
In the second phase, reforms were actively implemented across various agencies within the APS. This involved significant changes in governance, behavior, and systems, with a strong emphasis on better partnerships with people and communities.
The current phase emphasizes the embedding of changes into regular operations, ensuring that reforms are maintained and built upon over time. The aim is for the APS to continuously evolve and adapt to new challenges.
