Pradhan Mantri Awas Yojana (Urban)
The Pradhan Mantri Awas Yojana (Urban), abbreviated as PMAY-U, is a flagship housing scheme launched by the Government of India with the goal of providing affordable housing to the urban poor. This scheme is a part of the broader Pradhan Mantri Awas Yojana which also includes a rural component, known as the Pradhan Mantri Gramin Awas Yojana.
Objectives
The primary objective of PMAY-U is to ensure affordable housing for all by the year 2022, marking the 75th year of Indian independence. The scheme envisions constructing 20 million affordable houses across urban India. It is aligned with the vision of "Housing for All" and seeks to address the challenge of urban housing shortages.
Features
Beneficiary Segmentation
PMAY-U targets various segments of the urban population, including:
- Economically Weaker Sections (EWS)
- Low-Income Groups (LIG)
- Middle-Income Groups (MIG)
Beneficiaries are identified based on the income criteria defined under the scheme. The scheme offers subsidies on housing loans to make home ownership more affordable.
Credit Linked Subsidy Scheme
The Credit Linked Subsidy Scheme (CLSS) is a core component of PMAY-U. It provides interest subsidies on housing loans taken by eligible beneficiaries for the acquisition or construction of houses. The subsidy varies depending on the beneficiary category:
- For EWS and LIG, there is an interest subsidy of 6.5% for a loan term of 20 years.
- For MIG-I, the subsidy is 4%, and for MIG-II, it is 3%, also for a term of 20 years.
In Situ Slum Redevelopment
Under PMAY-U, the in-situ slum redevelopment using land as a resource, through private participation, aims to provide houses to eligible slum dwellers. This is achieved by integrating them into the formal urban settlement framework.
Implementation
The scheme is implemented through four verticals, each tailored to different needs:
- In Situ Slum Redevelopment: Utilizes land as a resource to provide housing to slum dwellers.
- Affordable Housing in Partnership: Empowers public-private partnerships to create affordable housing projects.
- Credit Linked Subsidy Scheme (CLSS): Directly provides interest subsidies on housing loans.
- Beneficiary-Led Construction: Supports individuals constructing new houses or enhancing existing ones.
The implementation of PMAY-U requires coordination between multiple stakeholders, including the central government, state governments, urban local bodies, and private developers.
Challenges and Achievements
The scheme has made significant progress towards its goals but also faces challenges such as land availability, financial constraints, and the need for effective policy implementation. Despite these challenges, PMAY-U has successfully sanctioned millions of houses, with many already completed and occupied by the beneficiaries.
