National Highways Development Project
The National Highways Development Project (NHDP) is a monumental initiative by the Government of India aimed at expanding and upgrading the national highways network in the nation. Managed by the National Highways Authority of India (NHAI), under the Ministry of Road, Transport and Highways, the project seeks to enhance the road infrastructure to boost economic growth and accessibility across the country.
Background and Objectives
The NHDP was conceptualized to address the insufficiencies in road transport infrastructure, which is critical as national highways constitute a mere 2% of the total road length but handle about 40% of the traffic. The primary objectives include:
- Upgrading, rehabilitating, and widening existing national highways.
- Ensuring seamless connectivity between major cities and industrial corridors.
- Reducing travel time and vehicular operation costs.
- Stimulating economic growth through improved road infrastructure.
Key Phases and Components
The NHDP is structured into several phases, each with specific goals:
Phase I: Golden Quadrilateral
The Golden Quadrilateral is one of the most significant components of the NHDP. It involves the construction of a network connecting four major cities: Delhi, Mumbai, Chennai, and Kolkata. This network spans approximately 5,846 km and is aimed at facilitating smoother movement of goods and passengers across these urban centers.
Phase II: North-South and East-West Corridors
This phase includes the construction of the North-South and East-West corridors, designed to connect the four extreme geographic points of the country. The corridors ensure integrated connectivity for all regions, facilitating nationwide access and trade.
Phase III to VII
Subsequent phases focus on extending the highway network further into rural and less accessible regions, enhancing connectivity to ports, airports, and markets, and expanding infrastructure for upcoming urban growth areas. Noteworthy projects under these phases include the Outer Ring Road, Amaravati and the Electronic City Elevated Expressway.
Financing and Execution
The total cost of the NHDP is projected to be around ₹300 billion (approximately US$6.8 billion), funded primarily through the special petroleum product tax revenues and government borrowing. The execution of this vast project involves collaboration with various state governments and private sector participants to ensure timely and efficient completion.
Transition to Bharatmala Project
As of 2018, the NHDP was set to be phased out, transitioning into the more comprehensive Bharatmala project. This new initiative continues the efforts of the NHDP while incorporating the remaining 10,000 km of highway construction left under the NHDP into Phase I of Bharatmala.
