Economic Policy of the Najib Razak Government
The economic policies implemented during the tenure of Najib Razak as the Prime Minister of Malaysia from 2009 to 2018 were pivotal in shaping the nation's economic landscape. These policies marked a departure from the traditional state-oriented economic programs of previous Malaysian governments, introducing reforms designed to enhance competitiveness and foster growth.
New Economic Model
Central to Najib Razak's economic strategy was the New Economic Model (NEM), unveiled in 2010. The NEM aimed to transform Malaysia into a high-income economy by 2020. It emphasized inclusivity, sustainability, and innovation, focusing on attracting foreign investment, enhancing the skills of the workforce, and fostering an environment conducive to private sector growth.
The NEM sought to dismantle elements of the New Economic Policy (NEP), which had been in place since the 1970s. While the NEP aimed at reducing poverty and restructuring societal imbalances, the NEM focused on creating a competitive economy by reducing the state's role in business, liberalizing sectors, and removing subsidies.
1Malaysia Development Berhad (1MDB)
One of the most significant aspects related to Najib's economic policies was the establishment of the 1Malaysia Development Berhad (1MDB), a state investment fund. The fund's purpose was to drive strategic initiatives for long-term economic development, collaborating with global partners and promoting foreign direct investment.
However, the 1MDB became embroiled in a massive financial scandal, leading to international investigations and impacting the credibility of Najib's government. The 1MDB scandal raised serious concerns about governance, transparency, and accountability within Malaysia's financial systems.
Fiscal Policies and Economic Reforms
Najib's government implemented several fiscal policies to stabilize and grow Malaysia's economy. These included introducing the Goods and Services Tax (GST) in 2015, aimed at widening the tax base and improving revenue generation.
Additionally, Najib's administration sought to reduce Malaysia's fiscal deficit by cutting subsidies on essential goods, such as fuel, and channeling funds towards infrastructure development and public services. These measures, however, faced public opposition and were seen as burdensome to the lower-income population.
National Transformation Programme
The Najib government also launched the National Transformation Programme (NTP) to ensure the realization of the NEM's goals. The NTP encompassed various initiatives under the Government Transformation Programme (GTP) and the Economic Transformation Programme (ETP), targeting areas such as public service efficiency and economic diversification.
Challenges and Controversies
Despite these ambitious economic reforms, Najib Razak's tenure was marked by several controversies, primarily stemming from the 1MDB scandal. Allegations of corruption and mismanagement overshadowed the potential successes of his economic policies. The scandal ultimately contributed to Najib Razak's defeat in the 2018 general elections.
Moreover, while the NEM aimed to address structural challenges and foster growth, critics argued that the benefits were unevenly distributed, exacerbating income inequality and leaving certain demographic groups behind.
