The origins of the Ministry trace back to the reign of Charles IV of Spain, during which an economic crisis was exacerbated by the French Revolution's political instability. In 1790, the Secretary of State and Universal Dispatch of the Indies was dissolved, and the responsibility for American taxation was integrated into the Treasury. The Ministry was organized into two main offices: one dedicated to taxation within Spain and the other to the Indies.
The period following 1793 was marked by continuous warfare, lasting until 1845. The Ministry played a critical role in managing the public debt, which had escalated due to these conflicts. This situation led to the establishment of the Bank of Spain, a confiscation policy, and the creation of a budgetary system to control the fiscal deficit.
The Ministry's responsibilities have evolved in tandem with Spain's economic landscape. The abolition of the Superintendency of the Treasury in 1795 marked a transfer of its responsibilities to the Ministry, thus consolidating its role in fiscal management. Since June 2018, María Jesús Montero has served as the Minister of Finance. Prior to her appointment, she held the position of Regional Minister of Finance of Andalusia, bringing a wealth of experience in fiscal management to her national role.
