Lo Wu Correctional Institution
Lo Wu Correctional Institution (Chinese: 羅湖懲教所) is a medium-security prison located in Lo Wu, New Territories, Hong Kong. It is designated for adult women prisoners, both sentenced and on remand. This institution is integral to the Correctional Services Department of Hong Kong, which manages the facilities and operations of prisons within the region.
The site of the Lo Wu Correctional Institution was originally known as Lo Wu Camp, a base for British Forces in Hong Kong. With the eventual decline of military operations in the area, the camp was repurposed to address the pressing issue of prison overcrowding and was converted into a minimum-security facility. The transformation was completed in August 1997, initially offering a capacity for 208 inmates.
Prior to its current role, the facility also served as an accommodation site for Vietnamese refugees, reflecting the region's humanitarian efforts in response to the refugee crisis during the late 20th century.
The Lo Wu Correctional Institution stands out for its commitment to the rehabilitation and reintegration of its inmates. The institution emphasizes educational and vocational training as part of the rehabilitation process. In coordination with the Correctional Services Department, it offers various courses and programs aimed at equipping inmates with valuable skills for their post-incarceration life.
Recent initiatives include the introduction of an Approved Hand-in Articles e-Ordering Service, allowing registered users to purchase approved items for inmates via an online platform. This service underlines the department's move towards digital solutions to streamline operations and improve inmate well-being.
The institution maintains stringent security measures to ensure the safety of both inmates and visitors. Visiting hours are regulated, requiring visitors to arrive no earlier than 8:30 a.m. and to be registered at least 60 minutes before the end of visiting hours. An Official Visit e-Booking System has been launched to facilitate the scheduling of visits, making the process more efficient and reducing wait times.
The Lo Wu Station serves as the northern terminus of the East Rail line in Hong Kong and is located in proximity to the correctional facility. This station is a critical link in the region's transportation network, providing connectivity to the Closed Area on the northern border of Hong Kong.
The Lo Wu Control Point is another key facility located nearby. It functions as an immigration control point within the Frontier Closed Area of Hong Kong, underscoring the area's strategic importance for border management.
