Eleventh Malaysia Plan
The Eleventh Malaysia Plan (11MP), also known as Rancangan Malaysia ke-11 in Malay, is a comprehensive blueprint for Malaysia's national development during the period from 2016 to 2020. This plan was a significant step towards realizing the objectives of Vision 2020, which aimed to transform Malaysia into a fully developed nation by the year 2020.
The 11MP was tabled in the House of Representatives by the then Prime Minister of Malaysia, Datuk Seri Najib Tun Razak, on May 21, 2015. It was structured around the National Development Strategy of Malaysia, focusing on the dual strategy of a people-based economy and a capital-based economy. This dual approach aimed to ensure that the benefits of development were distributed equitably among all segments of society.
The Eleventh Malaysia Plan was designed with several key focus areas:
Inclusiveness and Well-being: The plan emphasized reducing poverty and raising the living standards of all Malaysians, paying particular attention to vulnerable and aspirational households. It aimed to create a more equitable society by addressing income disparities.
Human Capital Development: A vital component of the Plan was to enhance the skills and capabilities of the Malaysian workforce, thus making it more competitive in the global arena. This was part of a broader effort to transition to a knowledge-based economy.
Sustainability: Environmental sustainability was integrated into the national policy framework, aligning with global initiatives like the Paris Agreement on climate change. The Plan also supported projects like the National Energy Efficiency Action Plan.
Economic Growth: The 11MP focused on high-impact projects that would drive economic growth. It sought to ensure that growth was both economically and environmentally sustainable.
The implementation of the 11MP involved substantial federal investment across various sectors. For example, in Pahang, a significant allocation was made for infrastructure projects. Upgrading initiatives, like those at the Sultan Ismail Petra Airport, received funding under the Plan, signifying the government's commitment to regional development.
Furthermore, the plan supported integrated development projects like the Malaysia Vision Valley, part of a broader regional economic strategy that included the Greater Kuala Lumpur and Iskandar Malaysia initiatives.
