Dewan Rakyat
The Dewan Rakyat is the lower house of the Parliament of Malaysia, which is a bicameral legislature consisting of the Dewan Rakyat and the Dewan Negara. The Dewan Rakyat is often referred to as the House of Representatives, or literally as the "People's Assembly". It holds a pivotal role in the federal legislative system of Malaysia, where it operates under powers established by Article 44 of the Constitution of Malaysia.
The Dewan Rakyat is responsible for passing legislation, scrutinizing government policies, and representing the public. Members of the Dewan Rakyat, known as Members of Parliament (MPs), are elected during general elections held every five years. The number of MPs and their distribution are subject to changes based on electoral redistributions.
The Dewan Rakyat is presided over by the Speaker of the Dewan Rakyat, who is responsible for convening sessions, organizing debates, and maintaining order during proceedings.
The Dewan Rakyat was established following Malaysia's independence, with its first elections conducted in 1959. The elections allowed the people of Malaya to elect representatives to the Federal Legislative Council, forming the basis for the democratic process in Malaysia. The first general elections were notably won by the Alliance Party, a coalition composed of United Malays National Organisation (UMNO), Malaysian Chinese Association (MCA), and Malaysian Indian Congress (MIC).
As of the 15th Malaysian Parliament, the Dewan Rakyat comprises members elected in the 2022 general election. The composition of the Dewan Rakyat has evolved over time, with each election reflecting shifts in Malaysia's political landscape. Elections are conducted in a first-past-the-post electoral system, and the party or coalition with the majority of seats typically forms the government.
Throughout its history, the Dewan Rakyat has seen various political parties vying for representation, including Parti Rakyat Malaysia, although it has been unrepresented in recent parliaments.
The role of women in the Dewan Rakyat has been a significant aspect of its evolution. Since its inception, there have been 97 women who have served as MPs. In the 15th Parliament, there are currently 28 female MPs, highlighting the progress in gender representation within Malaysian politics.
