Early Life and Education
Volker was born in 1939 and attended Toowoomba State High School in Queensland, Australia. He later pursued higher education at the University of Queensland, which laid the foundation for his illustrious career in public service.
Public Service Career
Volker's early career in the Australian Public Service was marked by his involvement with the Department of Labour and the Department of Immigration and Multicultural Affairs. His reputation for effective governance and leadership earned him several key appointments.
In 1981, Volker was appointed Secretary of the Department of Veterans' Affairs, succeeding Richard Kingsland. During his tenure, he was succeeded by Noel Tanzer in 1986. Volker's most notable role came in 1986 when Prime Minister Bob Hawke appointed him as Secretary of the Department of Social Security, where he served until 1993. He succeeded Tony Ayers and was later succeeded by Tony Blunn.
Volker's contributions also extended to the Department of Employment, Education and Training. He was succeeded by Sandy Hollway, showcasing his influence on Australia's educational and employment landscapes.
