Competent Driving Licence in Malaysia

The Competent Driving Licence (CDL) is a type of driver's licence issued in Malaysia that allows holders to operate motor vehicles. This licence is part of a structured licensing system designed to ensure that drivers are adequately prepared to navigate Malaysian roads safely. The system consists of various stages, starting from the Learner's Driving Licence, progressing to the Probationary Driving Licence, and culminating in the Competent Driving Licence.

Licensing Stages in Malaysia

Learner's Driving Licence

The Learner's Driving Licence is the first stage for new drivers. It allows individuals to practice driving under supervision. To obtain this licence, candidates must pass a written test on traffic laws and regulations. The age requirement for this licence is 16 for motorcycles and 17 for cars.

Probationary Driving Licence

Following the learner stage, drivers must obtain a Probationary Driving Licence (PDL). This licence is valid for two years, during which drivers must display a probationary plate, marked with a white "P" on a red background, on their vehicles. This period is essential for gaining practical driving experience. After two years, assuming no major traffic violations, the PDL can be upgraded to the Competent Driving Licence.

Competent Driving Licence

The Competent Driving Licence is issued after the successful completion of the probationary period. This licence reflects a driver's competence and is valid for a longer duration compared to the PDL. CDL holders are subject to standard road rules and regulations and must comply with renewal procedures set by the Road Transport Department of Malaysia.

Vocational Licences

In addition to the standard driving licences, Malaysia also issues Vocational Licences for specific types of vehicle operations. These include:

Goods Driving Licence (GDL): Required for driving commercial vehicles used for transporting goods, such as lorries and vans.
Passenger Service Vehicle (PSV) Licence: Required for operating vehicles used for passenger transport services like buses and taxis. As of July 2019, this licence is also mandatory for e-hailing service drivers, such as those working for Grab or other similar services.

To qualify for a vocational licence, applicants must be at least 21 years old, possess a valid CDL, and satisfy specific health and competency criteria.

Requirements and Regulations

The process of obtaining a CDL in Malaysia involves several steps:

Training: Completion of a driving course from an accredited driving school.
Examinations: Passing both theoretical and practical driving tests.
Probationary Period: Successful completion of the PDL period without major infractions.

Applicants for any type of driving licence must be Malaysian nationals or permanent residents and meet minimum age requirements. The licensing system is managed by the Road Transport Department, which also oversees vehicle registration and enforcement of road safety regulations.
