The Central Board of Direct Taxes (CBDT) is a statutory authority functioning under the Department of Revenue, Ministry of Finance, Government of India. It plays a pivotal role in the administration of direct taxes, including income tax and corporate tax, through the Income Tax Department. The CBDT was instituted in 1964 following the Central Board of Revenue Act, 1963.
The origin of the CBDT traces back to the establishment of the Central Board of Revenue in 1924 under the Central Board of Revenue Act, 1924. Initially, this board was tasked with overseeing both direct and indirect taxes. However, as the administration of taxes became increasingly complex, a decision was made on January 1, 1964, to bifurcate the board into two distinct bodies: the Central Board of Direct Taxes (CBDT) and the Central Board of Excise and Customs (CBEC). This bifurcation allowed for a more specialized and efficient management of tax administration.
The CBDT is part of the broader Indian Revenue Service (IRS), which is divided into the Income Tax and Customs & Indirect Taxes sectors. The board is headed by a Chairperson, currently Ravi Agarwal, and comprises six members, each responsible for distinct domains such as legislation, administration, income tax, investigation, and more.
The CBDT is responsible for formulating policies related to direct taxes in India. It plays an instrumental role in the enforcement of tax laws and in ensuring compliance by the taxpayers. Among its many functions, the CBDT formulates policies, promotes voluntary compliance, and oversees the assessment and collection of taxes. One of its key divisions, the Investigation Division of the CBDT, focuses on anti-tax evasion measures.
Over the years, several notable figures have chaired the CBDT, including Pramod Chandra Mody, who served from February 2019 to May 2021. The Chairperson of the CBDT is typically the senior-most IRS (Income Tax) officer and is pivotal in directing the board's operations.
