The Bitou Local Municipality, formerly known as Plettenberg Bay Municipality, is a local government area situated within the Western Cape Province of South Africa. It forms part of the Garden Route District Municipality, a region renowned for its natural beauty and biodiversity.

Seven of these members are elected directly through a ward voting system, while the remaining six are appointed based on party lists to ensure proportionate representation.

In the 2011 municipal elections, no single party achieved a majority. The Democratic Alliance (South Africa) and the African National Congress each secured six seats, with the remaining seat going to the Congress of the People (South Africa). A coalition was formed between the DA and COPE, which enabled them to govern the municipality. Subsequent by-elections in 2014 saw the DA securing an outright majority.
