ASEAN Socio-Cultural Community

The ASEAN Socio-Cultural Community (ASCC) is one of the three foundational pillars of the Association of Southeast Asian Nations (ASEAN), alongside the ASEAN Political-Security Community and the ASEAN Economic Community. Established as part of the ASEAN Community, which was formally launched in 2015, the ASCC is centered on the enhancement of the quality of life of ASEAN's citizens, fostering a community characterized by stability, shared cultural identity, and mutual understanding.

Objectives and Vision

The ASCC is dedicated to realizing the full potential of ASEAN's citizens by nurturing the socio-cultural environment within the region. It aims to build a community that is people-oriented and socially responsible, focusing on the well-being of its people, social justice, and environmental sustainability. This is part of the larger vision known as "ASEAN 2025: Forging Ahead Together," which outlines the post-2015 direction of the ASEAN Community.

Key Initiatives

Raising Awareness

A crucial component of the ASCC is raising awareness among the youth, which is seen as essential in building a sense of identity and unity within ASEAN. This involves educational programs and initiatives that engage young people in understanding and contributing to the regional community.

Environmental Sustainability

The ASCC plays a significant role in addressing environmental challenges, such as the efforts coordinated under the ASEAN Agreement on Transboundary Haze Pollution. Through collaborative approaches, member states work together to manage environmental issues and promote sustainable practices across the region.

Social Welfare and Protection

The ASCC seeks to enhance the standard of living in Southeast Asia by promoting social welfare and protection. This includes initiatives focused on public health, education, and disaster risk management. By strengthening social protections, the ASCC aims to create a more resilient and equitable society.

Governance and Structure

The governance of the ASCC is overseen by the ASEAN Socio-Cultural Community Council, which coordinates efforts among member states to implement initiatives and policies. This council is a subsidiary body that operates under the broader ASEAN Summit framework.

Integration with Other ASEAN Pillars

The ASCC is integrally connected with the other two pillars of ASEAN. While it focuses on socio-cultural aspects, it collaborates with the Political-Security Community to ensure regional stability and the Economic Community to promote inclusive growth. This integrated approach ensures a holistic progression of ASEAN as a unified entity.
