Malaysian Qualifications Framework
The Malaysian Qualifications Framework (MQF), or Kerangka Kelayakan Malaysia in Malay, is a comprehensive system that organizes and standardizes post-secondary qualifications in Malaysia. Established under the Malaysian Qualifications Agency Act 2007, the framework is administered by the Malaysian Qualifications Agency, a statutory body under the Ministry of Higher Education.
Background and Development
In June 2003, a national consultation seminar was convened to establish a national qualifications framework. The aim was to integrate, rationalize, justify, and consolidate all qualifications offered nationally into a single interconnected system. This led to the adoption of the MQF in 2007, at which point the Quality Assurance Division (QAD) and the National Accreditation Board (LAN) were superseded by the Malaysian Qualifications Agency.
Structure of the Framework
The MQF categorizes qualifications into two primary sectors based on the type of institution offering the courses:

Academic Sector: This includes qualifications from certificate, diploma, advanced diploma, graduate certificate, bachelor's degree, postgraduate certificate, master's degree, to doctoral degree.

Technical and Vocational Education and Training (TVET) Sector: This sector includes the Malaysian Skills Certificate (Sijil Kemahiran Malaysia), which is based on the National Occupational Skills Standard (NOSS) developed by the Department of Skills Development (DSD) under the Ministry of Human Resources.
Implementation and Impact
The Malaysian Qualifications Framework is designed to provide a coherent and unified system for recognizing academic and vocational qualifications. It facilitates the mobility of students and workers by establishing clear pathways and connections between different levels of education and training. With its implementation, the MQF aims to enhance the quality of education and ensure that qualifications are relevant to both national and global needs.
The framework's existence has also aligned Malaysia's educational system with international standards, enabling it to cooperate with frameworks like the European Qualifications Framework, thereby enhancing the international recognition of Malaysian qualifications.
